MOSCOW. July 20 (Interfax) - The 'global strike' concept elaborated by the United States directly threatens Russian military security, the fundamentals of the state policy for naval affairs indicated.
The text of the decree was published on the official legal information online portal on Thursday.
The document highlights a dramatically rising role of armed forces in the rivalry for the countries' leadership in oceanic and sea directions, and that the world powers' fleets can change the progress of an armed fight and the outcome of a war in general by their actions at sea.
"The 'global strike' concept worked out by the United States that constitutes a new challenge to international security and directly jeopardizes Russian military security confirms this," the document indicated.
The naval forces are vitally significant for implementing this concept, it said.
"The Navy is one of the most effective instruments of strategic [nuclear and non-nuclear] deterrence, including the thwarting of the 'global strike'," the foundations of the state policy indicated.
It is conditioned by naval strategic nuclear forces and general naval forces being in service in the Navy, possible implementation of its combat potential virtually in any area of the World Ocean, the capacity to briefly deploy naval taskforces in the areas of emerging conflict situations and the lengthy stay in these areas without breaching the sovereignty of other countries, and by the high level of readiness to actions, including those on critically important sites of adversary.
