State Duma passes bill on life sentences for terrorist recruiters in first reading

MOSCOW. Nov 16 (Interfax) - The State Duma has determined a list of crimes, incitement to commission of which a terrorist recruiter could be sentenced to a life term in prison. At the same time, a recruiter could avoid punishment if he reports a terrorist attack to authorities on time and helps prevent it.

The State Duma passed a bill on tougher penalties for terrorist recruiters in the first reading at a session on Thursday.

The punishment of a life sentence is suggested for recruiters, who incited a person to commit a terror attack, provide training on committing a terror attack, organize a terrorist cell and join a terrorist group.

Recruiters will also receive a life term if they incite a person to take hostages or hijack any means of public transport.

An alternative, milder punishment for such recruiters is imprisonment for 15 to 20 years.
