MOSCOW. Nov 21 (Interfax-AVN) - Russian servicemen in Syria are holding negotiations with armed opposition units in five governorates, persuading them to join the truce, the Russian Defense Ministry said.
"Negotiations on joining the cessation of hostilities continue with armed opposition units in the governorates of Aleppo, Hama, Homs, Damascus and Al-Quneitra," the ministry said in a statement published on its website on Tuesday.
The situation in the de-escalation areas in Syria has been stable, it said.
Syria has four de-escalation areas, which are located in Eastern Ghouta, the Daraa governorate, near the city of Homs, and in the Idlib governorate.
Russian observers have recorded five and Turkish inspectors ten violations of the truce in Syria in the past 24 hours, the ministry said.
"Most instances of random small arms fire were seen in districts held by militants of the Jabhat al-Nusra and ISIL terrorist groups (banned in Russia)," it said.
A total of 2,276 populated localities and 234 armed units are currently engaged in the reconciliation process in Syria, the ministry said.
