Kyiv dragging out talks on captive swap, verifying lists instead of setting date - DPR

DONETSK. Dec 13 (Interfax) - Representatives of Kyiv and the self-proclaimed Donbas republics have again failed to agree on the date of a captive swap; the parties are again verifying the lists of captives, and this is Ukraine's fault, the human-rights ombudsman in the self-proclaimed Donetsk People's Republic (DPR), Daria Morozova, said.

"A Skype conference with the Ukrainian side is over. We did not hear the date of a swap; the Ukrainian side is avoiding answering. We are now again returning to the verification process [...] The Ukrainian side is starting to stuff the lists and claims that people are refusing," Morozova said at a press conference on Tuesday.

The DPR has proposed that verification be performed on the contact line, where people will be able to arrive and express their point of view in person, but the Ukrainian side rejected this proposal, she said.

"I will repeat once again that we are ready for a swap, but we cannot carry out a swap due to the Ukrainian side. I hope that the Ukrainian side will resolve its issues by Friday, because another Skype conference is tentatively planned for Friday," Morozova said.

Ukrainian envoy to the humanitarian subgroup Viktor Medvedchuk did not attend the talks, she said.

"As for concrete figures, an agreement was reached for 306 to 74. As of now, the Ukrainian side has applied for a much smaller figure; on our side, the numbers did not change," Morozova said.

The DPR will demand that the lists at the time of the exchange contain indications that the prisoners have been cleared of criminal accusations and reinstated in their rights, she said.
