Law enforcement agencies usually unprepared for new forms of terror attacks - Russian Security Council

MOSCOW. March 6 (Interfax) - Terrorists are constantly inventing new methods of terrorizing the public and law enforcement authorities the world over are not keeping up, Sergei Vakhrukov, the deputy secretary of the Russian Security Council, said.

"Terrorists are constantly inventing new forms and methods of committing acts of terror, making sure they achieve the maximum terrorizing effect and resonance," Vakhrukov said at a meeting of the council's scientific board on Tuesday.

"Meanwhile, national law enforcement systems normally find themselves unprepared for such challenges, and it is a while, often quite a long time, before they find adequate measures for countering [terrorism]," Vakhrukov said.
