ROSTOV-ON-DON. Sept 13 (Interfax) - A deputy head of the second unit at the Center "E" of the Interior Ministry's Main Directorate for the North Caucasus Federal District, Rustam Zhiletezhev, is suspected of exceeding of official authority, the regional branch of the Russian Investigative Committee stated on Thursday.
"The criminal inquiry prompted a number of investigative procedures involving the suspect, but establishing his whereabouts did not appear possible, which gave the investigators grounds to believe that the police officer is hiding from investigative bodies deliberately to obstruct the course of the criminal inquiry", the statement said.
Zhiletezhev has been on holiday since August 30, and the investigative authorities were notified accordingly, his lawyer told Interfax.
"Neither Zhiletezhev nor his lawyers were duly notified of the need to show up before the investigators," the lawyer said.
It was reported that the investigators in Karachay-Cherkessia had launched a criminal inquiry after a local resident complained about being tortured in police custody.
The victim stated in his testimony: "officers from the police Center E, among whom was the deputy chief of the 2nd unit of the agency, were forcing him to cooperate and give false evidence in relation to an earlier crime, and when he refused, they tortured him, including by electrocution."
Investigators launched a criminal case against the 34-year-old deputy head of the 2nd unit a the Center E "of the Interior Ministry's Main Directorate for the North Caucasus Federal District on the charge of exceeding of authority.
