Nebenzya comments on difficulties in U.S.-N.Korea dialogue

MOSCOW. Sept 17 (Interfax) - The talks between the United States and North Korea are experiencing some difficulties, Russia's Permanent Representative to the United Nations said at a UN Security Council meeting in New York on Monday.

"We also wish success to the summit of the leaders of the DPRK [Democratic People's Republic of Korea] and the Republic of Korea in Pyongyang that starts tomorrow. At the same time, we are witnessing that the DPRK-U.S. talks are going through some difficulties, to say the least," Vasily Nebenzya said.

"The negotiation process is a two-way road. The reality of diplomacy in the 21st - well, in any - century is that you cannot make a deal without offering something in return for your demands," he said.
