ABAKAN. Sept 18 (Interfax) - A resident of Abakan is suspected of setting up a terrorist cell, the Federal Security Service (FSB) branch in Khakassia said on Tuesday.
The foreign citizen faces criminal charges of abetting terrorism, the FSB said.
The man set up a cell consisting of four members and recruited locals to the group Jama'at al-Tawhid wal-Jihad (banned in Russia) in Syria.
"Concurrently, he expressed the intention to commit unlawful acts of terrorism in the Republic of Khakassia, including against law enforcement officers," the FSB said.
The suspect kept in touch with the terror group's leader via Telegram.
The members of the cell have been arrested, and extremist materials and electronic communications devices have been seized.
