MOSCOW. Nov 27 (Interfax) - The operation of the Ukrainian Navy's ships in the Kerch Strait was a planned provocation, Russian Security Council Secretary Nikolai Patrushev said.
"The illegal crossing of the Russian state border by the Ukrainian ships was obviously a flagrant violation of the international law of the sea and looked like a planned provocation," Patrushev told the weekly Argumenty i Fakty in an interview.
