KYIV. Dec 3 (Interfax) - A bill amending the law on the legal aspects of martial law proposed by Ukrainian President Petro Poroshenko envisages holding local elections in a number of Ukrainian regions on December 23, Iryna Lutsenko, the presidential representative at the Verkhovna Rada and member of the Petro Poroshenko Bloc, said on Monday.
"The president also proposed amendments to the law on the legal aspects of martial law today, in which he proposed determining the effect of Part 1 of Article 19 of this law regarding a ban on holding elections to local self-government bodies while martial law is in effect so that [this provision] does not apply to the local elections scheduled for Sunday, December 23, 2018," Lutsenko said at a meeting of the conciliatory council of the leaders of parliamentary groups, factions, and committees on Monday.
Speaking later at a news briefing, she said, "The president has proposed that martial law regulations not be applied to the holding of local elections scheduled for Sunday, December 23, 2018. What does that mean? It means that even in the regions where martial law has been declared, martial law will not be in effect with regard to elections due to be held in united territorial communities that day."
Earlier on Monday, Poroshenko sent the Rada amendments to Article 28 of the Ukrainian Law on the Legal Regime of Martial Law.
