MINSK. Feb 13 (Interfax) - The Russian delegation to the Trilateral Contact Group (TCG) talks in Minsk has asked the Organization for Security and Co-operation in Europe (OSCE) to influence Kyiv to release prisoners in Donbas and swap them under the all-for-all formula as soon as possible, Russian envoy to the TCG Boris Gryzlov told reporters.
"The Russian delegation urged the OSCE to more insistently demand that Kyiv fulfill its commitments to release prisoners and swap them under the 'all identified for all identified' formula. We believe that violations of these commitments seriously obstruct the settlement of the situation and the accomplishment of humanitarian tasks as part of the Minsk peace process," Gryzlov said.
Kyiv is unwilling to engage with Donetsk and Luhansk envoys in the political subgroup, he said.
"Kyiv is still sabotaging the discussion of enforcing the Donbas special status law under the Steinmeier formula despite OSCE Coordinator Morel's attempts to unblock the work of the subgroup," he said.
Kyiv authorities' rhetoric against the backdrop of the upcoming election is unacceptable, Gryzlov said.
"In this pre-election situation, high-ranking public officials in Kyiv are making more and more statements that fully contravene the Minsk Agreements. We're observing the enactment of Ukrainian regulatory acts that directly violate Ukraine's commitments under the Minsk Agreements," he said.
In this way, Kyiv is complicating the internal Ukrainian crisis even more and aggravating the situation in Donbas and throughout Ukraine, Gryzlov said.
"The goal of the Contact Group consists in preventing the Donbas situation from worsening, protecting the settlement process of the internal Ukrainian conflict from irresponsible steps related to the electoral campaign," he said.
