MOSCOW. Feb 18 (Interfax) - Russian Investigative Committee officers have detained Dmitry Nikolayev, former head of the administration of the IK-1 correctional facility in Yaroslavl, in a case dealing with the torture of convicts, the Public Verdict Foundation reported.
"Investigative Committee officers have detained former penitentiary No. 1 chief Dmitry Nikolayev in Yaroslavl. The detention concerns an inquiry into criminal cases dealing with the torture of convicts. Several former and current inmates of Yaroslavl penitentiaries, whom Public Verdict is defending, have been determined as victims," it said.
Interfax has yet to obtain official comments on the matter from law enforcement agencies.
