MOSCOW. Sept 12 (Interfax) - Moscow presumes that the United States is trying to lower the threshold for using nuclear weapons, Russian Deputy Foreign Minister Sergei Ryabkov said at a press conference on Thursday.
"It is totally unclear why it is so hard for Washington to confirm the idea that there can be no winners in a nuclear war and it must never be unleashed," Ryabkov said.
"So we presume that it is not Russia but the United States that is taking practical steps to lower the threshold for using nuclear weapons," he said.
