MINSK. Sept 17 (Interfax) - The Trilateral Contact Group on Ukraine (TCG) will formalize parameters of the Donbas settlement process at its meeting in Minsk on September 18, an informed source told Interfax on Tuesday.
"A series of documents are being prepared for signing, including a sort of roadmap, a procedure of the conflict's political settlement. The idea is that the sides should undertake certain obligations in signing this document," the source said.
"For instance, Kyiv should adopt the law on a special procedure of local elections in certain areas of the Donetsk and Luhansk regions. A special status of these territories should take effect on election day, but it should be temporary and have certain limits. The election should be held under the watchful eye of the OSCE, consistent with the principles of freedom and democracy. After the OSCE publishes a report, which confirms the election's validity and compliance with the aforesaid requirements, the special status should become permanent and be formalized by the Ukrainian Constitution," the source said.
At the same time, the document will not stipulate Kyiv's control over the Donbas part of border with Russia until the election takes place and the Ukrainian Constitution legalizes the special status of Donbas, the source said.
