MINSK. Sept 18 (Interfax) - The Trilateral Contact Group for Donbas failed to agree upon terms for exchanging prisoners between Kyiv and Donbas at a meeting in Minsk on Wednesday, an informed source told Interfax.
"As Kyiv refuses to maintain a constructive dialogue on a political settlement, the parties failed to agree upon both security matters, including disengagement in Petrivske and Zolote, and humanitarian ones; namely, a prisoner exchange," the source said.
