MOSCOW. Oct 1 (Interfax) - Russian President Vladimir Putin has submitted an additional protocol to the Council of Europe Convention on the Prevention of Terrorism for State Duma ratification.
The document was placed in the legislation database of the lower house of Russian parliament on Tuesday.
The draft contains the following statement: "The Russian Federation hereby acknowledges that, in accordance with the Russian Criminal Code, all acts which fall under Article 4 of the Additional Protocol will be regarded as a preparation for a terrorist crime and an attempt thereof and as such will entail a criminal liability."
Article 4 of the additional protocol regulates the matter of "traveling abroad for terrorism purposes."
It says, in particular, that "traveling abroad for terrorism purposes" shall mean a person traveling to a state other than their state of residence or citizenship, with intent to commit, abet, or participate in a terrorist crime, or train terrorists, or complete such training.
