No progress on prisoner exchange at talks in Minsk - self-proclaimed Donetsk republic

DONETSK. Oct 15 (Interfax) - The subgroups on economic and humanitarian issues made no progress at a meeting in Minsk on October 15, including on an exchange of prisoners, Natalya Nikonorova, the Foreign Minister of the self-proclaimed Donetsk People's Republic (DPR), told journalists on Tuesday.

"Kyiv's negotiators also keep assuming a destructive position in the humanitarian subgroup: the Ukrainian side has still not settled procedural and formal problems on preparing people for an exchange. In addition, the Republics [the self-proclaimed Donetsk and Luhansk republics] again declared that unilateral actions on the verification of the held persons are unacceptable," Nikonorova said.

The Ukrainian side did not present its position at the Tuesday meeting either on a pension payment mechanism or on the clearance of debts to railway employees and those of the Donbas Water Company, she said.
