MOSCOW. Oct 17 (Interfax) - The issue of three U.S. diplomats who have been taken off a train in Severodvinsk is not an area for the Kremlin; however, Russia does have restricted areas to which certain procedures apply, Kremlin spokesman Dmitry Peskov said on Thursday.
Journalists asked Peskov to comment on the incident. "This is not an area for the Kremlin, yet there are rules for the presence of U.S. diplomats here," Peskov said.
"You must be aware of the existence of certain procedures, such as notification about trips; there is also a regime of certain territories and enterprises, which everyone must comply with. There is also work done by our services, which enforce this regime," he said.
