MOSCOW. Oct 22 (Interfax) - The Presidium of the Russian Academy of Sciences (RAS) has asked the Ministry of Higher Education and Science to review the rules of communication between Russian scientists and their foreign counterparts.
"Restrictions or time-serving regulations of contacts between scientists of various countries who are not involved in secret developments are counterproductive and lead to isolation and stagnation in the Russian scientific sphere," according to the RAS Presidium's resolution posted on RAS Vice President Alexei Khokhlov's Facebook account.
In this regard, "the RAS Presidium is urging the Russian Ministry of Higher Education and Science to revise the documents that have been recently endorsed on this issue."
