MOSCOW. Nov 18 (Interfax) - Moscow's Basmanny District Court has issued an arrest warrant for a man charged in absentia with killing chief of the anti-extremism center at the Interior Ministry for Ingushetia Ibragim Eldzharkiyev and his brother Abdulakhmed.
"The court has granted the investigator's request on ordering Kureish Akhmetovich Kartoyev's arrest in absentia as a restrictive measure. The duration of the arrest will be counted as two months starting from the moment of the detention of the accused or his extradition to Russia," Basmanny Court press secretary Yunona Tsaryova told Interfax.
The investigation has already indicted Kartoyev in absentia for the murder of two people committed by a group of individuals acting in collusion and illegal turnover of weapons. Kartoyev has been declared internationally wanted.
An informed source told Interfax earlier that law enforcement agencies were looking for Kartoyev, a 46-year-old native of Ingushetia, on suspicion of killing Ibragim Eldzharkiyev and his brother Abdulakhmed. The investigation has concluded tentatively that, after committing the crime in Moscow, the suspect left for Dagestan's Khasavyurt on a regular intercity bus on November 5, it said.
Another informed source told Interfax that "it is known that the suspect is a member of the influential Batal-Haji religious community and has the nickname Kolya."
Eldzharkiyev was killed on Academician Anokhin Street in Moscow on November 2. His brother Abdulakhmed, who worked as a doctor at a Moscow hospital, also died at the killer's hand.
Investigative Committee spokesperson Svetlana Petrenko told Interfax that the killer fired at least ten shots at the two men.
The victims were buried at their ancestral cemetery in Nazran on November 4.
Eldzharkiyev had survived an assassination attempt on January 12, while he was on his way from Chechnya to Ingushetia under security escort. Shortly after the car carrying Eldzharkiyev entered Ingushetia, it was overtaken by a Lada from which automatic fire was opened. Three bodyguards travelling with Eldzharkiyev in his car suffered injuries, and one of them later died. Eldzharkiyev himself was not injured then.
