Talks on prisoner swap between Kyiv, Donetsk fail - self-proclaimed DPR

DONETSK. Nov 27 (Interfax) - Donetsk and Kyiv have failed to agree on a prisoner swap amid differences regarding the verification of those who are subject to the procedure, the human rights commissioner of the self-proclaimed Donetsk People's Republic (DPR) Darya Morozova told reporters on Wednesday.

"Main issues of the latest meeting of the Trilateral Co0ntact Group humanitarian subgroup concerned agreements on the lists of people subject to the swap. Regrettably, the destructive stance of Kyiv did not help advance on swapping detained persons," she said.

The Ukrainian side remains reluctant to change rhetoric or conduct in terms of "procedural clearance" and "apparently, not going to bring this process to an end," she said.

"Same counterproductive was Kyiv's proposal on a unilateral verification of persons still being held. But in a lack of trust in the Ukrainian side and in view of their reluctance to interact, our side has rejected the proposal. At the same time, we agreed to exchange information ahead of the next meeting on verifying those people's whereabouts with a view to their possible inclusion in the list for exchange," she said.

Morozova went on to call on the Ukrainian side to promptly take all necessary steps to make a high-profile prisoner exchange soon.

"We should give people a chance to meet with their relatives and friends on the New Year's Eve," Morozova said.
