Both Ukraine and Europe to pay price for changing Minsk Agreements - Chesnakov

MOSCOW. Dec 13 (Interfax) - The Minsk Agreements cannot be modified without recording Kyiv's responsibility for disrupting the peace process, Center for Current Politics Director Alexei Chesnakov told Interfax on Friday.

"The accords cannot be changed at Kyiv's initiative without recording the political and legal responsibility of Ukraine for disrupting the peace process," Chesnakov said.

"Everyone knows the price to be paid for this decision; both Ukraine and Europe will have to pay," he said.

"In this case, the EU will have to reimburse Russia for everything it has lost or missed over four years of sanctions penalizing non-fulfillment of the Minsk 2 deal. After all, you can't hold one negotiating party liable if the other party is publicly denouncing the agreements," Chesnakov said.

"No allowances should be made for" Ukrainian President Volodymyr Zelensky and other Ukrainian officials declaring the need for changing the Minsk Agreements, he said.

"Such calls have unacceptable content. As to their form, it vividly proves that Kyiv is the one responsible for the non-fulfillment of Minsk 2 for almost five years, since February 2015," Chesnakov said.

Zelensky said earlier that Kyiv would try to change some provisions of the Minsk Agreements, including the one pertaining to its control over the border.
