MOSCOW. Dec 30 (Interfax) - Russian human rights commissioner Tatyana Moskalkova thanked the Normandy-format leaders following the prisoner swap between Kyiv and Donbas.
"I am extremely grateful to the chiefs of state of the Normandy format, who have made this possible, as well as to security services and everyone else involved in this operation," Moskalkova said in a statement published on her website.
"This is proof that the full implementation of the Minsk Agreements is the only correct way to observe rights of citizens in the conflict zone in Ukraine," Moskalkova said.
