MOSCOW. April 30 (Interfax) - The agreements reached at the Normandy-format summit in Paris have not been fulfilled so far, and work needs to be done to prepare for a new summit, Kremlin spokesman Dmitry Peskov told the press on Thursday.
"To a large extent, that will be determined today, in the course of a ministerial videoconference. Let us wait for its results," Peskov said in response to a question whether the meeting of foreign ministers from the Normandy-format countries implies the possibility of a summit.
"Besides ministers, communication has been ongoing in the Contact Group and among experts, but we have to say that the agreements reached in Paris have not been fulfilled so far. So, of course, work needs to be done to prepare the ground for communication at the summit level," he said.
For now, "there is a trend of non-fulfillment" of the agreements reached in Minsk, Berlin, and Paris, Peskov said.
"Clearly, this status quo doesn't please anyone, but unfortunately, it persists," he said.
The Minsk Package of Measures was signed by representatives of the self-proclaimed Donbas republics, Peskov said. "It's actually unrealistic to put forward any new proposals and suggest new terms and conditions without discussing them with representatives of those republics," he said.
"Moscow is not a party to this conflict. The Ukrainians should discuss the issue among themselves," Peskov said.
A document was adopted at the end of the Normandy-format summit in Paris, he said. "At the moment, we cannot say that much headway has been made in the fulfillment of this document," Peskov said.
