"Mehdi Sukurov nicknamed Muhtar was detained by the Russian authorities after being located under the procedure of mutual judicial assistance and extradited to the Azerbaijani side on July 28, 2020," the State Security Service (SSS) of the Republic of Azerbaijan said.

According to the SSS, Sukurov has been arraigned for attending a training course for terrorist purposes outside of Azerbaijan and joining armed groups abroad.

It was also determined that Sukurov had been trained abroad with a view to undermining public security, causing panic among the public, using the methods of terrorist acts in order to influence the decision-making process among government agencies or international organizations with regard to using fire arms, explosive substances or devices, other widespread dangerous methods and technical means, the SSS said.

Police operations are under way in reaction to reports about foreign secret services involving Azerbaijani nationals in military exercises outside of the country and in the selection and promotion of religious extremist ideas with a view to conducting military operations in third countries, it said.
