Four residents of Dagestan, Stavropol Territory receive 12 to 19 years in penal colony for preparing terrorist attacks

ROSTOV-ON-DON. Aug 5 (Interfax) - The Southern District Military Court has convicted two residents of Dagestan and two residents of the Stavropol Territory who were preparing terrorist attacks on the territories of their regions, the court press service said.

Depending on the role and degree of guilt of each convict, they were convicted for organizing a terrorist community, preparing for the commission of a terrorist attack, abetting terrorism, illegal weapons turnover, illegal turnover of explosives, attempt to illegally produce explosives, and robbery.

Ali Dibirov has been sentenced to 19 years in a high-security colony, Emil Aslanov has been sentenced to 16 years in a high-security colony, Sabir Nabiyev received 15 years in a high-security colony, and Shamil Abakarov was sentenced to 12 years in a high-security colony.

"In May 2018, the convicts came up with a gradual plan to carry out terrorist attacks in Khasavyurt, Dagestan. After Dibirov built a homemade explosive device, members of the terrorist community were expected to find a crowded place to carry out a terrorist attack, and Abakarov was supposed to set off the improvised explosive device," the press service said.

Not far from the site of the explosion, Dibirov, Nabiyev, and Aslanov were supposed to use firearms and knives to attack citizens and officers of law enforcement, it said.

The press service said Dibirov changed the site of the terrorist attack to the territory of Kavkazskiye Mineralnyye Vody in June 2018.

"Nabiyev made an explosive device on the territory of Dagestan in July 2018, and he was storing a homemade pistol, cartridges for it, an electric detonator, and two TNT blocks. Aslanov later brought all these objects to the Makhachkala bus station in order to take them to Dibirov in the Stavropol Territory by bus," the press service said.

The creation of the terrorist group was initiated by Dibirov, who asked his acquaintances to join it, the press service said. The convicts also conducted negotiations with a citizen of Syria on participating in the activities of the international terrorist organization Islamic State, which is banned in Russia.
