Self-proclaimed LPR criticizes Donbas settlement plan suggested by Kyiv

LUHANSK. Nov 9 (Interfax) - The self-proclaimed Donbas republics will not adhere to the Minsk Agreements unilaterally, Rodion Miroshnik, a representative of the self-proclaimed Luhansk People's Republic (LPR) in the political subgroup of the Trilateral Contact Group on Ukraine (TCG), said.

"The attempts to rewrite the Minsk Agreements are Kyiv's deliberate withdrawal from all obligations. In this case we certainly won't 'be faithful' to the Minsk obligations unilaterally," Miroshnik told Interfax on Saturday.

The road map for the settlement in the region suggested by Kyiv "contains the same list of old 'wishes' violating the Minsk Agreements," he said.

"It is not a path towards peace, it is not a path towards anything at all, it is a fraud and array of cheap manipulations," Miroshnik said.

Leonid Kravchuk, the head of the Ukrainian delegation to the Trilateral Contact Group (TCG) had said earlier this week that the plan of joint steps prepared by Ukraine for the TCG included a proposal on completely ending the conflict and demilitarizing the districts in the Donetsk and Luhansk regions currently not under Kyiv's control in the early 2021, so as to provide all preconditions for holding local elections there on March 31, 2021.

Following it, Ukraine must take the border under control and ensure normal activities in these territories, Kravchuk said. "In other words, the security element becomes the most important, crucial feature in order to move forward," he said.

According to Kravchuk, the Russian authorities have adopted a number of decisions and documents which indicate direct interference in the life of these areas of the Donetsk and Luhansk regions, including a decision that allows residents of these territories to apply for fast-track Russian passports, though the Russian president himself has said more than once that these territories are part of Ukraine, Kravchuk said. In this context, Kyiv will propose annulling such decisions and documents.
