MOSCOW. Nov 12 (Interfax) - Kyiv has proposed a plan for settling the Donbas crisis which is completely at odds with the Minsk Agreements, Russian permanent representative to the Trilateral Contact Group (TCG) Boris Gryzlov told reporters.
"Ukraine's proposals fully contravene the Minsk Agreements and Ukraine's Normandy pledges [...] The Ukrainian draft plan clearly indicates that Kyiv doesn't want to maintain any dialogue with the residents of Donbas and that Kyiv does not recognize and does not guarantee the residents of Donbas any rights," Gryzlov said when commenting on the results of the TCG meeting on Wednesday.
Ukraine's draft plan seeks to review the Minsk Agreements, but not the coordination of joint steps toward their implementation, he said.
"Ukraine's plan can currently be deemed as a step toward completely abandoning the Minsk Agreements. This does nothing but cause the current situation to deteriorate and may lead to another crisis in negotiations," Gryzlov said.
The Ukrainian side is planning "not to end, but to expand the hostilities in Donbas and shift from the ceasefire to a new round of a forcible confrontation," he said.
"The most important thing is that the Ukrainian side has definitely refused to provide any guarantees that it will implement the Plan of Action, having abandoned its commitment to endorse the approved version of this document by a resolution of Ukraine's Verkhovna Rada," Gryzlov said.
