Kyiv's transitional period bill breaches practically every clause of Minsk Agreements - LPR rep

LUHANSK. Aug 6 (Interfax) - The bill on the fundamentals of state policy during the transitional period in Donbas and Crimea, which has been approved by the Ukrainian government, is discriminatory and breaches practically every clause of the Minsk Agreements, Rodion Miroshnik, representative of the self-proclaimed Luhansk People's Republic (LPR) in the political working group of the Trilateral Contact Group on Ukraine, said.

"The bill breaches practically every clause of the Package of Measures for the Implementation of the Minsk Agreements and does not envisage the coordination of any norms with the other conflicting side for future life in those territories," Miroshnik told Interfax on Thursday.

If the Ukrainian Verkhovna Rada adopts the bill, "any negotiations with Kyiv on the implementation of the Minsk Agreements will make no sense," he said.

In approving the bill, the Ukrainian government "has taken a step toward a complete refusal on the part of Kyiv to fulfill the Minsk Agreements," Miroshnik said, adding that "this discriminatory bill reveals the true intentions of the Kyiv authorities for the Donbas population and implies a de facto refusal to fulfill obligations under the Minsk Agreements or to have any involvement in the talks."

"The bill [...] does not envisage providing 'the certain areas' of Donbas with either 'a special status,' language autonomy, or a special regime for transborder cooperation with regions of the Russian Federation as declared by the Minsk Agreements," he said.

In addition, the transitional period bill implies that the law on amnesty for Donbas conflict participants will be repealed, and the leaders of the self-proclaimed Donbas republics, as well as local and republican officials, law enforcement officers, and militia servicemen of the LPR, will be prosecuted.

The press service for the Ukrainian Ministry for Temporarily Occupied Territories and Internally Displaced Persons said on Thursday that the Ukrainian government approved the bill on state policy fundamentals in the transitional period on Wednesday. The bill formalizes the status of Russia as an "aggressor state", ensures measures against conflict participants, and defines the basic principles of the de-occupation and reintegration of territories uncontrolled by Kyiv.
