NUR-SULTAN. Sept 16 (Interfax) - Kazakh President Kassym-Jomart Tokayev believes that the situation in Afghanistan is developing into a serious case of destabilization and has said that it is not admissible to accommodate potential Afghan refugees and foreign military bases in the territory of member states of the Collective Security Treaty Organization (CSTO).
"We can see that the situation in Afghanistan is developing into a serious case of destabilization that could lead to a civil war. A new interim government has been formed. The world has offered mixed opinions on its composition and intentions. Of course, the establishment of a new administration by the Taliban [terrorist organization banned in Russia] does not mean that Afghanistan has achieved tranquility and will create the conditions necessary for its economic development. We can see some stumbling stones here," Tokayev said at a session of the CSTO Collective Security Council in Dushanbe on Thursday.
The presidential press service quoted his remarks in a statement published on the presidential website.
Tokayev supported "the general opinion of the CSTO regarding the inadmissibility of accommodating Afghan refugees and foreign military bases in the territories of our countries."
Personnel of field missions of UN agencies in Afghanistan have been temporarily accommodated in Almaty for humanitarian considerations, given the importance of international assistance for the people of Afghanistan, he said.
Tokayev also noted the need to assist in strengthening the Tajik border in connection with the situation in Afghanistan.
"We believe it is necessary to provide comprehensive assistance to strengthen the Tajik border, which serves as the southern border and sort of the security belt of the CSTO," he said.
Tokayev described as timely the Tajik call for forming a monitoring group at the CSTO Joint Staff.
"This is necessary to organize interaction between relevant agencies of the CSTO member states for monitoring the situation in Afghanistan," Tokayev said.
"We share the opinion of partners that it is necessary to step up efforts toward identifying and neutralizing terrorist cells in our countries and countering extremist and terrorist propaganda," Tokayev said.
