MOSCOW. Oct 19 (Interfax) - Kremlin spokesman Dmitry Peskov has not commented on the complaints of Ivan Safronov, an advisor to the head of Roscosmos, and Ilya Sachkov, the head of the Group-IB cybersecurity company, who have said that they have been banned from having correspondence at the pretrial detention facility, explaining that this is not within the Kremlin's competence.
"The detention regime of those charged with various crimes is determined by the investigator or the judge and is in no way within the competence of the head of state or his administration, so we cannot say anything here," Peskov told reporters.
The Kremlin spokesman thus answered a question whether President Vladimir Putin is aware of this ban and whether, in principle, he considers the ban on correspondence as concerns those under investigation appropriate.
Commenting on a remark that the president is considering issues of humanizing legislation in relation to persons who are not at large, Peskov explained that the head of state "is not working on this substantively."
"When he has meetings with human rights activists, members of the presidential council [on human rights] in the future, we don't rule out that these topics will be addressed, but at the moment, I can't say anything on this topic," Peskov said.
