ASTANA. March 29 (Interfax) - Kazakh President Kassym-Jomart Tokayev has criticized the government for being slow in dealing with important matters and ministers' fear to assume responsibility.
"We have to admit that real de-bureacratization has not happened. The government is slow to make important decisions, which drown in red tape and numerous approvals between agencies, the government and the presidential administration," Tokayev said, as he opened the first session of the 8th Parliament.
"Ministers are afraid to make decisions, so they shift the responsibility on colleagues or subordinates. All of that is unacceptable," Tokayev said.
