MOSCOW. April 14 (Interfax) - Russian President Vladimir Putin has signed into law a bill on the digitization of conscript registration in Russia.
Under the new legislation, a unified register of people liable for military service will be created on the platform of a state Internet resource.
The bill stipulates that traditional paper summons to a military registration and enlistment office will be copied and served in an electronic form. In particular, they will be sent out via the Russian public services website Gosuslugi.
The new legislation also introduces the possibility that citizens liable for military service are notified of a military draft by certified mail.
Any paper summons mailed to citizens liable for military service will be considered delivered upon receipt on the date when the relevant certified mail is delivered (served) to said citizen, provided that the certified mail return receipt contains a mark made by the post to certify the delivery (service) of a registered letter to the citizen.
Electronic summons will be considered to be served from the moment they appear in citizens' personal accounts on the relevant online information resource, in the information system, according to the bill.
In the event that any summons, whether in written or electronic form, is not served, it will be deemed delivered in any case whenever the period of seven days has expired since the date of its placement on the register of summons, the document says.
The adopted amendments also stipulate that if a citizen liable for a military draft has received a summons from a military registration and enlistment office after the date that they are due to appear as indicated in the summons, the citizen must within two weeks of the summons delivery date notify the authorities of this fact by appearing in person at their military registration and enlistment office or via the state services website.
Any citizen liable for military service who has not received summons from a military registration office during a period of military draft must appear in person at a military registration office for the purpose of verification of military registration data within two weeks of the date when the next military draft period begins, the document says.
The law will take effect on the day of official publication.
