MOSCOW. May 3 (Interfax) - Amendments submitted to the State Duma allow for holding elections in the new Russian regions even under martial law, bill co-author, Chairman of the State Duma Committee on State Building and Legislation Pavel Krasheninnikov said.
"The amendments are necessary for harmonizing various legislative acts while holding elections in regions under martial law - the DPR, the LPR, and the Kherson and Zaporozhye regions," Krasheninnikov told reporters on Wednesday.
Article 7 of the Law on Martial Law bans referenda and elections of the authorities and local self-government bodies in areas under martial law, Krasheninnikov said. At the same time, the laws on the entry of new territories into Russia say that elections would be held there in fall 2023. "The amendments should be adopted to offset this contradiction and allow citizens to express their political will," he said.
