MOSCOW. Sept 7 (Interfax) - Russian President Vladimir Putin has tasked the national government, state corporations and public entities with adjusting their digital transformation strategies before December 25 to expedite the implementation of artificial intelligence (AI) technologies in their operations, a list of presidential orders given after a meeting with the government on July 19 has been published on the Kremlin's website.
In furtherance of earlier decisions, the government is also tasked with expediting the elaboration of requirements for the mandatory use of modern technologies, including AI, by economic entities that receive federal subsidies. This order must be fulfilled before October 15.
Additionally, the government is tasked with providing support for AI research centers by 2030. Emphasis will be put on research optimizing machine learning algorithms and computational processes, including development of large language models and generative AI technologies. There will be annual allocations from the federal budget to support these projects. The government is due to submit a respective report before December 1, 2023, followed by annual reports in the later period.
The government is tasked with taking additional measures to boost the level of AI competences in key economic and social sectors, alongside public and municipal administration specialists. In particular, this includes the phased implementation of the mandatory AI Systems educational module in higher education and professional development curricula starting from 2024. A report on the subject is due before March 1, 2024.
The government will also consider the creation of conditions for the development of supercomputers, including benefits and preferences for Russian manufacturers of supercomputer parts. The government will consider grants to support scientists and small- and medium-sized technological companies, which will finance their use of supercomputers, in particular, to create complex neutral networks and upgrade their architecture. A relevant report is due by December 1.
