Migrants entering Russia to sign 'loyalty agreement' - State Duma Committee head

MOSCOW. Nov 29 (Interfax) - A bill, which envisages signing a "loyalty agreement" by migrants entering Russia is currently being prepared, Chairman of the Russian State Duma Committee on CIS Affairs Leonid Kalashnikov has said.

"The bill on the so-called 'loyalty agreement' to be signed by migrants arriving in Russia is at a high degree of readiness," Kalashnikov told Interfax on Wednesday.

The State Duma Committee on CIS Affairs, the presidential administration, the Russian government and the Interior Ministry are working on the bill together, he said.

"We are looking for an understanding on the agreement parameters," Kalashnikov said.

For instance, the document envisages "consent of a foreign citizen arriving in Russia to follow certain rules, for instance, not to discredit the domestic and foreign policy of our country and not to distort historical facts of the Great Patriotic War," he said.

It has been proposed that the document include the consent of a foreign citizen not to violate, while in Russia, such constitutional provisions as the definition of a marriage as a union between a man and a woman, and some others, Kalashnikov said.
