Russia plans to freeze assets of foreigners implicated in terrorism - document

MOSCOW. Jan 19 (Interfax) - Russia plans to carry out a set of measures from December 2024 to December 2025 to freeze the assets of foreign citizens implicated in terrorist activities, as per a plan of measures on implementing the migration policy roadmap endorsed earlier by the Russian government.

The Federal Financial Monitoring Service (Rosfinmonitoring) has been assigned to carry out the measures for freezing foreigners' assets.

The plan assigns the Interior Ministry, the Federal Security Service (FSB), and the telecommunications watchdog Roskomnadzor the task of developing mechanisms to detect and block web resources offering illegal migration services and selling forged documents. These agencies must submit a corresponding report to the government by September 10, 2024.

The Interior Ministry will also have to update a mechanism for granting asylum to foreign citizens in Russia in 2024-2025. The plan says that these measures should be aimed at eliminating gaps in legislation and conflicts between laws related to granting asylum, ruling out chances for abusing the right to asylum, and providing additional conditions facilitating the adaptation of people seeking asylum in Russia.

The plan also provides for relocation mechanisms for foreigners wishing to conduct business in Russia. The Foreign Ministry, the Labor Ministry, and other government agencies concerned have been given until December 10, 2024 to develop a mechanism enabling such people to move their business assets to Russia and organize business processes in the country.

The plan also envisions introducing mandatory consular registration for Russian citizens residing abroad, which the Foreign Ministry must finalize by June 2025. The measure includes formalizing the definition of "a citizen permanently residing outside Russian territory" and specifying the legal status of this category.
