Russia failed to prevent Armenian-Azerbaijani border incident on Feb 13 - Yerevan

YEREVAN. Feb 21 (Interfax) - Yerevan holds Moscow responsible for the escalation at the Armenian-Azerbaijani border on February 13, which led to casualties.

"The area of the recent incident in Nerkin Hand [in the Syunik region in southern Armenia] lies within Russia's reach. Russia maintains presence there. Russia failed to prevent the incident," Armenian Security Council Secretary Armen Grigoryan told reporters on Wednesday.

The EU Mission in Armenia has no access to this territory, he said.

"The EU Mission definitely plays a stabilizing role. We fully support their activity and will continue to do so," Grigoryan said.

Russian border guards prohibited EU Mission members from visiting Nerkin Hand, Grigoryan said. "This is the only spot in Armenia where Mission members have no access. The problem exists, we are aware of this and will solve it," he said.

The Armenian Defense Ministry reported the deaths of four soldiers in Azerbaijani attacks on February 13.

In turn, the Azerbaijani State Border Service conducted an operation to retaliate against the Armenian Army's provocation at the border on February 12.
