MOSCOW. April 3 (Interfax) - Russian Prime Minister Mikhail Mishustin said he understands the calls for amending migration laws in the context of the terror attack on Crocus City Hall but that such initiatives should take the opinion of law enforcement agencies into account.
"I share your desire for retribution, when we talk about terrorists, and I understand the numerous proposals regarding migration made in light of the recent tragedy. The wish for additional measures is understandable and fair," Mishustin said in the annual government report at the State Duma.
At the same time, "the drafting and discussion of such initiatives, let alone their approval, must be done with due account taken of the stance of law enforcement agencies responsible for the security of citizens and the country as a whole," he said.
"These services implement decisions and bear responsibility for results, so we need to coordinate such work. This is the only way to make it effective," Mishustin said.
He said he had no doubt that the culprits behind the Crocus City Hall attack would be punished.
Mishustin added, quoting Russian President Vladimir Putin, that terrorists have no nationality or religion, and numerous ethnic groups and confessions peacefully co-exist in Russia.
