Putin notes need for flexibility of Russian state system

MOSCOW. May 7 (Interfax) - The state system of Russia should be flexible, as stability does not mean rigidity, Russian President Vladimir Putin said in his inaugural speech on Tuesday.

"It is important for us to not forget the lessons of history and the tragic cost of internal unrest and upheaval. Therefore, our state, social, [and] political system must be strong, absolutely stable and resilient to any challenges and threats, and ensure the progressive and stable development of national unity and independence," Putin said.

"At the same time, stable does not mean rigid. Our state [and] social system must be flexible and create conditions for renewal and progress," he said.
