MOSCOW. May 14 (Interfax) - All social obligations to citizens must be fulfilled when defense expenditures are increased, Russian President Vladimir Putin said.
"When we increase defense and security expenditures, we still assume that all social obligations to citizens must be fulfilled; our national development goals in all sectors, including social ones, must be achieved and must be achievable," Putin said at a meeting with the commanders of military districts' forces.
