State Duma passes bill on combined-type penitentiaries in Russia

MOSCOW. May 21 (Interfax) - The State Duma passed a bill introducing the concept of a "combined-type institution" into the penal system at the legislative level at a plenary session on Tuesday.

The bill amends Article 6 of the Russian law 'On institutions and bodies of the Russian penal system.'

According to the bill, institutions of the combined type include correctional colonies comprising isolated facilities with different regime types, isolated sections operating as prisons, as well as pre-trial detention facilities.

However, the bill does not establish a new type of correctional institution, but only specifies that correctional facilities may be classified as combined-type penitentiaries if certain conditions are met.

The provisions of the bill will be implemented as part of the budgetary allocations provided for maintaining the penal system, and will not require additional funding from the federal budget or an increase in the number of employees in the penal system, the documents said.
