ST. PETERSBURG. June 26 (Interfax) - The Russian Constitutional Court is convinced that death penalty's reinstatement would be inadmissible within the framework of the current constitution, Court Chairman Valery Zorkin said in a report published on the court website on Wednesday.
"The measure restricting rights is not something constant. The threats the measure is meant to contain, the containing measure and, therefore, their constitutional evaluation are 'flexible'. [...] However, the flexibility has its limits. For the Constitutional Court, one of them is its confidence that the resumption of death sentences and their enforcement is inadmissible within the framework of the current constitution," the report said.
