Kremlin aide Ushakov briefs reporters about Putin's plans for SCO summit

MOSCOW. July 2 (Interfax) - Russian President Vladimir Putin will visit Astana on July 3-4 for a summit of the Shanghai Cooperation Organization (SCO), Russian presidential aide Yury Ushakov said.

The main part of the summit program would take place on Thursday, while Putin would have bilateral meetings on Wednesday, Ushakov told reporters on Tuesday.

Kazakh President Kassym-Jomart Tokayev will give an informal dinner in the evening of July 3 for the heads of delegations from SCO member states and guest countries, such as Azerbaijan, Mongolia, Qatar, Turkey and the United Arab Emirates.

Speaking about the July 4 summit, Ushakov said, "As always the heads of state will exchange views on current global and regional affairs."

Official documents will be signed after the summit, he said.

"Traditionally, the central document will be a declaration of the Council of the Heads of State. The document will reflect consolidated approaches of member states to current regional and global affairs. A resolution approving the initiative on the world unity for just peace and accord will also be signed," Ushakov said.

The document will reaffirm the commitment to a more representative, democratic, fair multipolar world order with the central, coordinating role of the United Nations, he said.

"A statement on the principles of neighborliness, confidence and partnership will be signed, as well. Proposals regarding comprehensive modernization of SCO activity in present-day realities will be approved," he said.

In all, 24 documents are expected to be signed, Ushakov said.

The summit participants will approve resolutions on updating a program of cooperation on countering terrorism, separatism and extremism and on a medium-term drug control strategy, he said.

The July 4 meeting will address the situation in Afghanistan, sum up SCO results in 2023-2014, discuss further strengthening of the organization, and listen to reports of the SCO secretary general and the director of the SCO Regional Anti-Terrorist Structure.

A meeting in the SCO+ format will follow the summit, Ushakov said.

"This is the first time the format is defined as SCO+. Earlier, all guest countries attended an expanded SCO meeting, which was aired on television. Such meetings took place before the press, and now a new format has been proclaimed officially as a regular format for organizations of the kind," he said.

The meeting will discuss the SCO's cooperation with guest countries in global and regional affairs, he said.

Apart from the SCO leaders, Azerbaijani President Ilham Aliyev, Mongolian President Ukhnaagiin Khurelsukh, Qatari Amir Tamim bin Hamad Al Thani, Turkish President Recep Tayyip Erdogan, as well as Emirate of Ras Al Khaimah Ruler Saud bin Saqr Al Qasimi and Turkmen People's Council Chairman Gurbanguly Berdimuhamedow, will attend the meeting. Heads of executive bodies of the United Nations, the Collective Security Treaty Organization, the Commonwealth of Independent States, the Eurasian Economic Union, the Conference on Interaction and Confidence-Building Measures in Asia and the Organization for Economic Co-operation and Development are also expected to take part.

Putin will speak to the Russian press after the summit, Ushakov said.
