MOSCOW. Sept 19 (Interfax) - The forgery of documents for migrants and the commission of a crime by a person who is in Russia illegally should be recognized as aggravating circumstances, Russian State Duma Chairman Vyacheslav Volodin said.
"We propose introducing measures of qualified and increased liability for forgery, production or circulation of forged documents," Volodin said on Wednesday in an interview with Komsomolskaya Pravda, commenting on legislative initiatives in the sphere of migration.
We also propose to introduce increased criminal liability for crimes associated with fictitious registration of foreign citizens or stateless persons, he said.
Committing a crime by a person who is in Russia illegally should be recognized as an aggravating circumstance, Volodin said.
There is "another bill introducing additional punishment for organizing illegal migration in the form of deprivation of the right to work in certain positions or engage in certain activities for a period of up to ten years," he said. "It is also a proposal, which we believe is needed as there are situations when officials facilitate illegal migration," Volodin said.
"In this case, such official will lose the right to work in government bodies for up to ten years," Volodin said.
"Today we have asked all political factions, regardless of their programs and political views to support these bills, drafted by a commission led by deputy speaker Irina Yarovaya, so that we can have a consensus and adopt these regulations," Volodin said.
Crimes committed by an organized group and grave and especially grave crimes in Russia are now punishable by eight to 15 years in prison.
"We propose introducing new qualification indicators. This is very important as it will help form a more effectively working legal field," he said.
