MOSCOW. Oct 2 (Interfax) - Moscow has denied Seoul's accusations of "irresponsibility" over its refusal to adopt a resolution of the General Conference of the International Atomic Energy Agency (IAEA) on North Korea, the Russian Foreign Ministry said.
"It is obvious to the Russian side that an attempt to justify the unprecedented increase in Seoul's military preparations with a nuclear component on the instructions and with the direct involvement of the United States and its allies is clearly seen behind the accusations against Moscow," the ministry said in a statement on Wednesday.
In late September, Russia rejected the Western draft of the IAEA resolution on North Korea, saying it was "destructive, inappropriate and harmful in nature." In response, Seoul accused Russia of irresponsibility and said cooperation between Russia and North Korea poses threats.
"Any 'denuclearization' is out of the question when the military alliance of the United States and the Republic of Korea has increased to a 'nuclear level,' which is advertised by the South Korean administration. Washington and Seoul have been consistently forging schemes for joint use of the U.S. strategic potential against North Korea for a long time, they are working with Tokyo to strengthen the tripartite alliance, giving it functions similar to those of NATO," the Russian Foreign Ministry said.
The ministry also said that "the demands to Moscow stated in South Korea saying that it 'owes' something to someone go beyond the framework of diplomatic communication."
The ministry said it is convinced that it is the joint steps of the U.S., Japan and South Korea that "lead to an increase of tension on the Korean Peninsula, creating a real security threat in Northeast Asia." "The creation of the U.S.-South Korea-Japan triangle and their 'nuclear games' began long before Russia and North Korea signed the new fundamental Treaty on Comprehensive Strategic Partnership, to which Seoul likes to refer so much," the statement said.
"Instead of recognizing who is the real culprit of the deterioration of the situation on the Korean Peninsula, taking real steps to jointly look for a solution to this situation and starting to work seriously on political and diplomatic settlement based on the principles of mutual respect for sovereignty and indivisibility of security, the current administration of South Korea, contrary to its own national interests, is refusing to soberly assess the entire danger of the current irresponsible line to blindly follow other states' policies," the document said.
