National DDoS attacks defense system repels over 7,000 DDoS attacks - Russian telecoms watchdog head

SOCHI. Oct 23 (Interfax) - The number of cyberattacks has increased by 70% annually since the start of the special military operation in Ukraine in February 2022, the National DDoS attacks defense system launched this year has already repelled over 7,000 hacker attacks on Russian resources, telecoms watchdog Roskomnadzor head Andrei Lipov said.

"According to experts, the number of computer and DDoS attacks has increased on average by 70% annually since the start of the special military operation. A constantly growing network infrastructure for DDoS attacks has been created abroad, cyberattacks on the Russian infrastructure are being coordinated. We have recently seen that the attacks are mainly targeting the communication networks of our communication operators. The vulnerability of our systems and resources is being constantly monitored using foreign instruments," Lipov said at the Spectr 2024 forum on Wednesday.

Roskomnadzor has launched the National DDoS attacks defense system this year to counter such attacks, Lipov said.

"The system is providing effective assistance to communication operators and resource owners to repel attacks from abroad, restricting harmful traffic at transborder communication hubs. Since its launch, the system has repelled more than 7,000 DDoS attacks targeted at various Russian resources," he said.

On top of that, "it is working constantly to search for and restrict foreign vulnerability scanners on technical devices for countering threats," he said. A Russian-made authorized vulnerability scanner has been launched and is being tested, he said.

"All this work is being done in close interaction with the Russian Federal Security Service and the Federal Service for Technical and Export Control," Lipov said.

"The threat on this track will only be increasing in the near term," he said.

"We believe it is important to create on the basis of the National DDoS attacks defense system mechanisms for early detection of cyberattacks, to organize prompt exchange of information on attacks and measures to counter them between operators and cybersecurity organizations to prevent them [attacks]," he said.

These issues are now being "actively considered by the industry community," he said.

The National DDoS attacks defense system was launched by the Public Communication Network Monitoring and Management Center for additional protection of Runet resources using transborder technical devices for countering threats.

The Public Communication Network Monitoring and Management Center was created in line with the sovereign Runet legislation based on the Main Radio Frequency Center, which reports to Roskomnadzor.
