BAKU. Nov 5 (Interfax) - Baku may force Yerevan to sign a peace treaty, although it is even more important to ensure that its provisions are implemented in practice, while a number of countries are trying to use Armenia's territory to create new hotbeds of threats, thus deteriorating the already tense situation in the area, Azerbaijani Security Council Secretary Ramil Usubov said.
"As the victorious country and a center of military power in the region, Azerbaijan may force Armenia to sign a peace treaty. Azerbaijan can do that based on international law and referring to dozens of facts from international practice," Usubov said in an article published in Azerbaijan's official media.
"In the past decades, we have witnessed so-called peacekeeping activities of superpowers in Africa, Asia, and even Europe itself based on the victor's justice principle. Despite its victory, Azerbaijan is far from acting arrogantly in the negotiating process. A solution to the problem lies in the atmosphere of mutual confidence, as well as in ridding Armenia of malign influence from the outside, which leads it to a disaster. In making their decisions, the Armenian authorities should take into account the interests of their state and people," he said.
Attempts by some foreign countries and organizations to use Armenia's territory for creating new hotbeds of threats deteriorates the already tense situation in the region, and yet such actions have only become more intensive in the past few months, Usubov said.
"Facing this revanchist policy, Azerbaijan is consistently bolstering its security system and has fully built an effective defense system and attack strategy, owing to which it can swiftly give an effective response to any action from the outside. Therefore, not only Armenian revanchists, but also major countries unwilling to accept Azerbaijan's independent will and regional leadership should make the right conclusions from the record of past years," he said.
It is important for Baku and Yerevan not only to sign a peace treaty but also make sure that its provisions are implemented practically, Usubov said.
"Progress in the border delimitation and demarcation and the general course of events show that Azerbaijan and Armenia are close to peace like never before. If Yerevan finds the courage to get rid of malign influence of its foreign patrons, the two states will be capable of signing a peace treaty," Usubov said.
