MOSCOW. Nov 19 (Interfax) - The formation or expansion of military blocs bringing their military infrastructure closer to the Russian territory may evolve into a threat neutralized by nuclear deterrence, according to the Russian nuclear deterrence policy.

Russian President Vladimir Putin's order to approve the Russian nuclear deterrence policy was published on the official website of legal information on Tuesday.

According to this document, "formation or expansion of military coalitions (blocs or unions), bringing their military infrastructure closer to the Russian borders" is a risk, which, "depending on changes in the military-political and strategic situation, may evolve into a military threat to the Russian Federation neutralized by nuclear deterrence."

Such threats also include "a potential adversary's planning or holding of large-scale military exercises near the borders of the Russian Federation," it said.
