Putin calls for forming market of space services in Russia

MOSCOW. Nov 20 (Interfax) - Russia should have a properly functioning market of space services, with government agencies and other entities paying the state space corporation Roscosmos for these services and prudently using them, President Vladimir Putin said.

"We need to ensure a market of space services. If we don't have these services, we'll never have enough public funds for that," Putin said at a meeting with First Deputy Prime Minister Denis Manturov.

"The chief of any agency wants to minimize their costs, but everyone wants to receive free services from Roscosmos, which means ultimately from the state budget. If they pay themselves, they'll use these services prudently and Roscosmos will have a market," he said.

Manturov said the goal of monetizing space services should be achieved with amendments to the law on space activities taken into account. "This will concern all agencies, with each of them forming its budget," he said.

"To build up orbiting constellations of various purposes and remote sensing and to make sure that launches are economically feasible, we should develop and start manufacturing reusable launch vehicles," Manturov said.
